Examines "the Federal Aviation Administration's slot allocation policy in the Chicago region and the effect of that policy on efforts to revitalize Midway Airport. Efforts to revitalize Midway as an alternative to congestion and delays encountered at O'Hare have been an ongoing concern not only to the Illinois congressional delegation, the city of Chicago and the State of Illinois, but to transportation officials throughout the Midwest. Unfortunately, revitalization was set back as a result of the Professional Air Traffic Controllers Organization strike in 1981. After the strike, the FAA was faced with the tremendous challenge of restoring and maintaining the Nation's air traffic control system. Restoring the air traffic control system has not been without controversy and criticism. Overall, however, the FAA met the challenge, controversy and criticism notwithstanding, and should be commended for its efforts to date. As a result of the PATCO strike, the FAA sought to regulate the air traffic control system capacity by limiting the number of slots--landing rights--at the Nation's 22 busiest airports. One of the unintended results of slot restrictions in the Chicago region was a virtual halt to the revitalization of Midway, which the FAA considers, with O'Hare, as a single airport"--Page 1
